Google’s External Content Links Program: What Publishers Need to Know

Google has introduced a new External Content Links program for U.S. users. Nothing changes today for Payment Links. But developers who want to continue using external payment links inside Android apps must be enrolled in Google’s new program by January 28, 2026 and meet its technical and UX requirements.

 

Longer-term obligations, fees, and reporting are still pending further legal developments.
 

What This Means Right Now

For publishers, the immediate impact is: no change. Specifically:

 

  • Payment Links continue operating exactly as they do today
     
  • No immediate commercial changes have been introduced
     
  • No additional reporting or fees are required at this time
     

The only forward-looking requirement is enrollment ahead of January 28, 2026 for U.S. flows. Teams can keep moving forward with existing launches and optimizations without disruption.
